  • Craig Heaps

    Managing Member

    Member of the City of Yucaipa’s EDAC (Economic Development Advisory Committee) and Yucaipa Valley Wine Country Planning Committee.

    Craig Heaps has been involved in land Entitlement in the Inland Empire since 1999. In his 20 years of processing Tract Maps, he has successfully approved 35 Tract Maps and/or CUP’s with a total of 1,638 Units in the Inland Empire alone.

    80% of his work is within the City of Yucaipa, but Craig works all over the Inland Empire. He has successfully completed projects in Yucaipa, Calimesa, Hemet, San Jacinto, Perris, San Bernardino County, Riverside County, The City of Riverside, the City of San Bernardino, Fontana, Rialto, Ontario, Montclair and has consulted in the City of Redlands.

    There are three types of projects for Craig. His own that he puts together as West Coast Entitlement, Partnerships with those that want to experience the benefits of working within the Entitlement game, and as a hired Consultant that can work for individuals of businesses that want to include the yield on their property for a fee.

    Craig and his Wife Sharon have been married for 32 years all 32 years spent living in the Inland Empire. They are parents to Travis and Brandi Heaps, as well as Grandparents to Andrew, Brooklyn, Thaddeus and Charlotte. With extensive family in the Inland Empire, they plan on staying in the area and offering Craig’s Services for many years to come.

    Craig is always available to consult on a project with anyone at no charge. If a working relationship can be forged, that is great. If not, the potential client is always wiser for the meeting.

  • Travis Heaps

    Principal Planner

    Travis Heaps has been involved in land development since his early teens, shadowing his dad, Craig, to various Planning Commission and City Council meetings, even serving as a Youth Advisory member to the Yucaipa City Council. In 2011, Travis graduated from Yucaipa High School and subsequently attended California State Polytechnic University Pomona where he received his Bachelor of Science in Urban and Regional Planning. Upon graduating college, Travis joined West Coast Entitlement as a Project Manager for a brief stint before becoming the Assistant Planner for the City of Yucaipa, where he helped facilitate development for three years before coming back to the team. Travis’ educational background and extensive knowledge of the development process has made him a vital member to the West Coast Entitlement team as someone who plays a lead role in achieving approval in a timely and efficient manner for all major projects.

  • Brandi Heaps-Hickman

    Operations Manager

    Member of the City of Yucaipa’s Healthy Yucaipa Committee.

    Brandi has been in the Real Estate/Construction industry for the last 18 years. At the age of 16, Brandi started working her way up the ladder starting at Fidelity Homes, Marcus & Millichap, RMA Group and by 2009, she was Founder and President of Cecia Contracting Company. With her experience, coupled with her ambition, and strong support, she was able to find a niche in the Construction Industry as a Commercial trucking firm locating and transporting Fill Dirt and Aggregates to various Projects and Freeway Interchanges. Brandi was certified with CalTrans, the State of California, Federal Government and Local Municipalities as a UDBE, DBE, WBE, SWBE and SBE and actively assisted other minority companies to achieve similar certifications. Brandi closed Cecia Contracting Company in 2013 to concentrate on family responsibilities. Prior to devoting her work full time at West Coast Entitlement, Brandi took extensive time off and 9 years later, started with West Coast Entitlement and has moved up within the company.

    Ms. Heaps-Hickman is the daughter of Craig and Sharon Heaps, older sister to Travis Heaps and mother to two beautiful children, Andrew and Brooklyn. Brandi is very involved in the community and spends her free time with family, friends and volunteering. Much of her recent volunteer work has brought important changes to her local Community. Her responsibilities at West Coast Entitlement started as an assistant and, through promotion, are now centered on Human Resources Management, Operations Manager and Community Liaison.

  • Jeff Kreidel

    Assistant Planner

    Jeff has been in the Land Entitlement/Development industry for the last 17 years. Jeff's responsibilities at West Coast Entitlement focus on managing the processing Department and interacting with the various Municipalities. He is responsible for Managing other employees, as well as managing over fifteen (15) projects at a time. Jeff has been a lifelong friend of Craig's and is trusted with many responsibilities.

  • Julie Montgomery

    Executive Assistant

    Julie was born and raised in Yucaipa. She is currently attending Arizona State University, majoring in Urban Planning, while working as the Executive Assistant for West Coast Entitlement. Julie recently graduated from Crafton Hills College where she majored in Business Administration and Health Sciences. Julie recently joined the team at the end of April 2023; however, she has already become part of the family and we are truly blessed to have her. Julie is a great contact at the Company if you are having trouble contacting any other Staff members. Julie takes the initiative to help move things along, as she previously worked for Life Storage with the Title of Associate Manager. At Life Storage, Julie was greatly valued by her peers, management, and customers. It was obvious when Julie applied at West Coast Entitlement that she was the right choice to work with staff and clients alike.

    Julie is ambitious with an overall goal to graduate college and work her way up within the company. She also enjoys art, traveling, nature and spending her free time with her boyfriend and family. When you visit the office, you can be sure that every plant in the office was hand picked by Julie!

  • Amber Montgomery

    Administrative Assistant

    Amber was born and raised in Yucaipa. She is a 2024 Yucaipa High School graduate, who completed her classes ahead of graduation to attend Crafton Hills college, where she is currently enrolled to start her general education early. Amber joined the West Coast Entitlement Team beginning March 2024.

    In spite of being the youngest staff member, Amber has already shown her strong work ethic, ambition and strives to add to her work experience and continuing her education.

    Amber has been playing softball for the community since she was 6 years old, so if you don't find her in the office, you can find her on the field coaching the Fireballs (12&U), also sponsored by West Coast Entitlement.
